North Braddock Man Charged with Carrying Out Six-Year Social Security Fraud

Representative Payee Fraud

U.S. Attorney's Office, Western District of Pennsylvania

A resident of North Braddock, Pennsylvania, has been indicted by a federal grand jury in Pittsburgh on charges of social security fraud, United States Attorney Troy Rivetti announced today.

The two-count Indictment named Daniel M. Wallar, 70, as the sole defendant, and was unsealed today upon Wallar’s arrest.

According to the Indictment, from June 3, 2019, until May 30, 2025, Wallar—who was named as the representative payee on another person’s Social Security benefit account—unlawfully converted such payments for purposes other than for the use and benefit of that individual. Wallar is charged at Count One with theft of public money and at Count Two with representative payee misuse.

As to Count One, the law provides for a term of imprisonment of up to 10 years, a fine of up to $250,000, or both. As to Count Two, the law provides for a maximum sentence of up to five years in prison, a fine of up to $250,000, or both. Under the federal Sentencing Guidelines, the actual sentence imposed would be based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant.

Executive Assistant United States Attorney Carolyn J. Bloch is prosecuting this case on behalf of the government.

The Social Security Administration Office of the Inspector General conducted the investigation leading to the Indictment.
