The Act—as implemented by Appendix B to Office of Management and Budget (OMB) Circular A-123, A Risk Management Framework for Government Charge Card Programs—requires that all Executive Branch agencies implement safeguards and internal controls to prevent waste, fraud, and abuse of purchase cards, travel cards, integrated cards, and centrally billed accounts.
