Some individuals cannot manage or direct the management of their finances because of their youth and/or mental or physical impairments. SSA has the authority to appoint representative payees to receive and manage these beneficiaries” payments.
During the audit period of Oct. 1, 2009 to Sept. 30, 2010, the District of Columbia’s Child and Family Service’s Agency (CFSA) served as a representative payee for 231 beneficiaries. This review sought to determine whether CFSA had effective safeguards over the receipt and disbursement of Social Security benefits and used and accounted for those benefits in accordance with Agency policy and procedures.
