This 2013 Performance Report focuses on the Office of the Inspector General's results for the third year of our Fiscal Year 2011 - 2015 Strategic Plan. We evaluate our progress using 15 performance measures determined by a framework of three goals: Impact, Value, and People.

For FY 2013, we successfully met the targets for 14 of the 15 performance measures.

Single Audit of the State of Utah for the Fiscal Year Ended June 30, 2012

The Utah State Auditor conducted the single audit of the State of Utah. SSA is responsible for resolving single audit findings related to its Disability Insurance program. The Utah State Office of Rehabilitation (USOR) is the Utah Disability Determination Services’ (DDS) parent agency.

The purpose of this audit was to report internal control weaknesses, noncompliance issues, and unallowable costs identified in the single audit to SSA for resolution action.

Social Security Administration Employees in the Military

Congress enacted Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA) to protect the employment and reemployment rights of Federal and non-Federal employees when they leave their employment to perform military or other uniformed service and return to civilian employment after service. In general, the protected person is entitled to reemployment with the same status, seniority, and rate of pay as if continuously employed during the period of service.

The Social Security Administration’s Contract with Four, LLC

In December 2011, SSA entered into contract number GS-35F-0312U with Four, LLC an authorized International Business Machines (IBM) software reseller under the IBM Software Value Plus for Government Programs. Under the agreement, Four, LLC provides IBM-licensed software and IBM maintenance support and software for the Agency’s mainframe computers and distributed computer system.

The Social Security Administration’s Contract with Compuware Corporation

Compuware provided SSA with software maintenance and license upgrades for various Compuware mainframe and distributed software products. Compuware software products are essential to SSA’s day-to-day mainframe operating environment.

In September 2009, SSA awarded a $54.2 million, 5-year (base year plus 4 option years), firm-fixed-price delivery order contract, SS00-09-31564, to Compuware. The delivery order performance period was September 30, 2009 through September 29, 2014.

Westat Contract Close Out on Contract Number SS00-05-60072

The Social Security Administration’s (SSA) Office of Acquisition and Grants (OAG) awarded Westat a $51.5 million cost-plus-fixed-fee (CPFF) contract, Contract Number SS00-05-60072, to conduct a Mental Health Treatment Study.

OAG requested we audit Westat’s direct costs claimed under Contract Number SS00-05-60072. Our audit will assist in the Agency’s close out of this CPFF contract.
